I think most people just use pins to hold falls on

I used sharpened popsicle sticks stuck in the foam head to mount polyfill stuffed buns onto. Whenever I need to photograph falls, I just tie them onto the foam head's buns.

I used to use thumb tacks on mine.
Now that I've got a plastic one, I tie the falls together and balance them over the top.

The best thing ever are "t-pins" which you should be able to find at any beauty supply that deals with wigs, or usually in any sewing supply section. Generally the idea is give enough support with your pins so the weight of whatever you're mounting doesn't rip holes in your foam head.
I think it's kind of a trial and error sort of thing. ^_^

AtomicLox, I'm glad you gave a good review for T-Pins. I was asking my SO about good pins that I could use to mount falls on foam heads and he thought T-pins would work.

I usually just tie the falls together and balance them up top of the head of the dummy.
